The league accepted in April that West Ham had terminated all agreements with Tevez's agent Kia Joorabchian - and will keep a watchful eye on any transfer to ensure that the club keep their promise. A Premier League spokesman said: "As far as we are concerned any deal to take Carlos Tevez away from West Ham has to be done directly with the club." The league's stance means that the Argentina striker's proposed move to Manchester United is far from sealed even if they have agreed a deal in principle with the player's representatives. One possible avenue would be for West Ham to be paid a transfer fee and then agree a compensation figure with Joorabchian for breaching contracts with his company Media Sports Investments (MSI) when they terminated those agreements following their Ј5.5million fine in April for breaching Premier League rules. It is understood, though, that the league would want a substantial chunk of the transfer fee to remain at West Ham rather than it all be handed over to MSI in compensation, otherwise they could be accused of merely covering up the third-party agreements that has caused so much controversy. The details of a deal for the 23-year-old are still unclear because any attempt to sign him on some kind of loan arrangement would be fraught with problems. According to initial reports, the striker has agreed to join the Premiership champions on a two-year loan deal with an option for a permanent move after that period. It's the question that some fans are asking. And the simple answer is: they haven't. The headline figures of United's transfer window are £17m, £17m, £17m and £20m. Those are amounts United have agreed to pay for Anderson, Nani, Owen Hargreaves, and, perhaps, Carlos Tevez. This is not the whole story. The Glazers' expenditure may be below the £25m they originally promised Sir Alex Ferguson. How? Tevez, 23, will arrive on a two-year loan deal, and although that might cost a yearly fee of £4m to £8m, buying him outright can be deferred to a future year's accounts, if they exercise their option. Brazil's Anderson, 19, and Portugal's Nani, 20, are being bought effectively on HP. United are understood to have paid £7m and £8m up front, and will pay the rest over the terms of the deals. And while Hargreaves, 26, has cost a chunk up front, he became a United player only on 1 July, and the outlay falls into next year's accounts. So instead of £70m, United have spent only £20m already. Three of the players have a decade of playing ahead, and Hargreaves should have his peak years in Manchester. United are investing in the future, which is when the payments will be spread. Carlos Tevez to have medical On duty: Tevez faced Paraguay in the Copa America last night It is understood that Tevez will initially join United on a two-year loan deal with the option of a further three years. West Ham are believed to be in line for a compensation payment for releasing Tevez's registration to Manchester United. Tevez is currently in Venezuela on Copa America duty and played in Argentina's 1-0 win over Paraguay last night. The plan is for Tevez to join Manchester United on their pre-season tour to America once the Copa America is over. West Ham are understood to have had first refusal to sign Tevez on a three-year deal for £40 million but declined the opportunity and gave his representative Kia Joorabchian written permission to begin negotiations with other clubs three weeks ago. Two Italian clubs, one of them Serie A champions Inter Milan registered an interest, but Tevez wanted to remain in the Premier League. Manchester United will initially only have to pay a loan fee to Joorabchian plus wages reported to be among the highest at Old Trafford. United manager Sir Alex Ferguson had been interested in signing Tevez after the 2006 World Cup but was put off by the terms of the deal on offer.
